Fareham Roadworks This Week: High Street, Crofton Way Shut

Fareham High Street is still closed between Civic Way and East Street. Hampshire County Council made the order under section 14(2) of the Road Traffic Regulation Act 1984. That is the emergency power it uses when a road has to shut without delay. The closure started on 11 September and can run for a maximum of 21 days, which takes it to 1 October.

The signed diversion is High Street, Wickham Road, Wallington Way, Delme Roundabout and East Street. The notice says reasonable facilities will be provided for access to premises on the closed length.

A second emergency closure has started in Warsash, about five miles west of the town centre. Crofton Way is shut between Hamble Close and Thornton Avenue from 16 September, for up to 21 days, so to 6 October at the latest. The footway on the north side, in front of numbers 20 to 24, has its own emergency closure for the same stretch.

On the motorway, the M27 eastbound exit and entry slips at junction 9, Whiteley, close overnight on Monday 21 and Tuesday 22 September.

Everything below was read from Hampshire County Council’s public notices, the county’s junction 10 pages, the National Highways closure report for 16 to 22 September, South Western Railway’s September and October works pages, National Rail and Fareham Borough Council’s parking pages on 17 September 2026. A notice gives an expected start date and a maximum duration, not a guaranteed one, so treat every duration as the outside case.

What is shut right now

Four orders on the county’s Fareham notice index are live today.

• High Street, between Civic Way and East Street. Emergency order from 11 September, maximum 21 days, so it can run to 1 October. No shorter expected duration is given.
• Crofton Way, Warsash, between Hamble Close and Thornton Avenue. Emergency order from 16 September, maximum 21 days, so it can run to 6 October. The alternative route is Thornton Avenue.
• The footway in front of 20 to 24 Crofton Way (SO31 9FP, north side), between Thornton Avenue and Hamble Close. Emergency order from 15 September, maximum 21 days. The notice gives no alternative route.
• Part of Fareham Footpath 38, closed from 13 September until 23 December for sewer network repairs that need the path dug up. The notice gives the path number and nothing more precise.

None of the emergency notices says what the work is, only that the council considers it necessary “due to the likelihood of danger to the public or the risk of serious damage to the road”.

One road is not shut but is restricted. A temporary 30mph limit applies on the road the notice calls Boarhunt Road to Delme Link Roundabout, between its junction with Boarhunt Road and the Delme Link roundabout. It is another emergency order, from 14 September for a maximum of 21 days, so it can run to 5 October.

The A27 Eastern Way closure is over. That order, for vegetation work between the Delme Roundabout and Western Way, expired on 16 September, and the council had expected the work itself to take two days from 12 September.

One caveat worth knowing. A closure order is only needed to shut a road completely. Lane closures, temporary lights and footway works do not need one, so they never appear on this index. An empty index means no road is fully shut, not that no work is going on.

The motorway this week

The National Highways report for 16 to 22 September has one set of closures inside the borough. Both are at junction 9, the Whiteley and Segensworth junction.

• M27 eastbound junction 9 exit slip, closed 9pm on Monday 21 September to 6am on Tuesday, and again 9pm on Tuesday 22 September to 6am on Wednesday.
• M27 eastbound junction 9 entry slip, closed on the same two nights and at the same times.

The report describes the work as slip road and lane closures for surveys, in both directions at junction 9. Only the eastbound slips are listed as fully closed.

• The M3 northbound junction 9 entry slip has been closed continuously since 3 August, and the report still gives its scheduled end as 1 November 2027. That is the Winchester end of the run to London.

One limit on that source, and it matters. The report lists closures only. An order that imposes a speed limit, a lane restriction or a junction ban without shutting the carriageway does not appear in it at all.

M27 junction 10: open, but not finished

The rebuilt junction opened to traffic in phases from 14 September. Hampshire County Council says the first phase brought into use the new westbound off-slip road, the motorway underpass and four new roundabouts. The new slip replaces the old junction 10 westbound off-slip loop. The council has published no further junction 10 update since its 9 September announcement.

The new dual carriageway through the underpass, the A32/A3222 link road, runs one lane, northbound only to start with, so the remaining landscaping and footway work can be finished safely.

Three things follow for drivers.

• There is still no eastbound off-slip and no westbound on-slip. The council expects both in autumn 2026. Until then, those moves still mean junction 9 or junction 11.
• The temporary speed limits and lane restrictions on the M27 between junctions 9 and 11 have not gone. The council expects them to stay until winter 2026 while safety and technology checks are finished.
• The 40mph limit on the new link road is legally in force, along with a ban on waiting at any time and a ban on entering the M27 off-slips from the link road. Those orders came into force on 14 September. Anyone wanting to challenge them in the High Court has until 23 October.

Coming up on the borough roads

One new closure is advertised and has not started yet.

• Stow Estate Footpath, between Stow Crescent and a point about 50 metres south of that junction, closes from 21 September for no longer than 12 days, in operation 24 hours a day. It is for Southern Gas Networks to replace a gas main. The alternative route is the other Stow Estate footpaths.

One permanent change is still open to objections, and it will not change anything you see on the road.

• The Furze Court, North Hill and Wickham Road amendment, advertised on 28 August, adds an emergency services exemption to the prohibition of turns, no entry and with-flow bus lane order there. The county says the amendments in that batch bring the written orders in line with what is already signed. Objections run to 9 October.

Parking

Fareham Borough Council splits its town centre car parks into three tiers. Charges apply Monday to Saturday 8am to 6pm and Sundays and bank holidays 10.30am to 4pm. There is no charge on Christmas Day or Easter Sunday, and every tier is free after 6pm.

• Outer car parks are free on Sundays and bank holidays. That is Osborn Road West, Lysses, Palmerston Avenue, Civic Way, Trinity Street, Malthouse Lane, Holy Trinity, Bath Lane, the Youth Centre and Ferneham Hall. On a weekday they run from £0.70 for an hour to £3.50 for five hours or more.
• Market Quay, the premium pay-on-foot car park, is £1.50 an hour, rising to £6.00 for four hours, and charges £1.50 an hour on Sundays.
• The inner car parks, including the Fareham Shopping Centre multi-storey, are £1.00 an hour and the same on Sundays. The multi-storey opens 7.30am to 6.30pm Monday to Saturday and 9am to 4.30pm on Sunday, and closes overnight.

The ten coastal car parks are the exception: they charge every day, 10am to 6pm. Nine of them are a flat £1.10 an hour with a 12-hour maximum stay: Hove-To, Meon Shore, Salterns Road, Monks Hill, Shore Road, Passage Lane, Swanwick Shore Road and the two at Portchester Castle. Wicor Recreation is the odd one out. It is £1.10 an hour Monday to Friday, but at weekends it is £1.10 for one hour, £2.20 for four hours or £4.40 for eight. Swanwick Shore Road and Shore Road also have a four-hour maximum stay with no return within four hours between 1 April and 30 September.

The trains

No engineering work touches Fareham’s own line until the weekend. Then three weekends in a row affect it, and each one is different.

Saturday 19 and Sunday 20 September hits the London end. Work in the New Malden area closes lines there all weekend.

• On the Saturday, Waterloo to Portsmouth via Eastleigh services start from Basingstoke, so there is no through train from Fareham to Waterloo on that route.
• On the Sunday, the afternoon and evening Waterloo to Portsmouth via Eastleigh services will not run at all, with a revised service between Eastleigh and Portsmouth instead.
• Also on the Sunday, the morning and early afternoon Waterloo to Poole and Portsmouth services will not divide at Eastleigh and will call additionally at Farnborough.

Saturday 26 September is clear. South Western Railway states plainly that no engineering work is planned that day.

Sunday 27 September closes the middle of Fareham’s route to London. The lines in the Eastleigh area close all day.

• Buses replace trains between Winchester and Fareham via Eastleigh.
• A revised service runs between Fareham and Portsmouth.
• The afternoon and evening Waterloo to Portsmouth via Eastleigh services run all day but terminate at Winchester.
• One gain: the Waterloo to Weymouth services are diverted between Woking and Southampton Central that day and call additionally at Guildford, Havant and Fareham.

Saturday 3 and Sunday 4 October closes the line east of Fareham. The lines between Fareham and Portsmouth, and between Havant and Portsmouth, are shut all weekend for maintenance.

• Buses replace trains between Fareham and Portsmouth on both days.
• On the Saturday, Waterloo to Portsmouth via Eastleigh services terminate at Fareham, and so do the Southampton Central to Portsmouth stopping trains.
• On the Sunday, the afternoon and evening Waterloo to Portsmouth via Eastleigh services do not run. A revised service runs between Eastleigh and Fareham all day instead.
• Great Western Railway and Southern services are affected too.

Fareham’s direct London train runs inland via Eastleigh, Winchester and Basingstoke, not along the coast. That is why work at Eastleigh, Winchester or New Malden reaches this line and work at Havant often does not.

No station alerts at Fareham

National Rail now lists no alerts at all for Fareham station. On 14 September the only one was that the gentlemen’s toilets on platform 1 were out of order, and that has gone too. Earlier in September both operators withdrew an alert that the lifts serving platforms 1 and 2 were out of order. Neither has published a repair date, so the safest reading is that the alerts were withdrawn, not that anyone has confirmed a fix.

Fareham remains listed as a step-free category A station, with two lifts: one to platform 3 and one to platforms 1 and 2. Assistance can be booked up to two hours before travel, and South Western Railway says staff will help without a booking.

The routes that carry the borough

Fareham’s road network is a cross, and almost every local journey uses one arm of it.

• The M27 runs east to west across the top of the built-up area. Junction 9 is Whiteley, junction 10 is the one just rebuilt, junction 11 is Fareham itself. When one of the three is shut, the other two absorb it.
• The A27 is the old coast road, through Titchfield, past Fareham town centre as Western Way and Eastern Way, and on through Portchester towards Portsmouth. It is the diversion route for almost everything, which is why even a short closure on Eastern Way matters more than its length suggests.
• The A32 runs north from the town through Wickham Road out to Wickham, and south as Gosport Road towards Gosport. The new Welborne link road joins it at its northern end.
• Warsash, Locks Heath and Park Gate are served by lanes rather than main roads, which is why closures out there often have no realistic signed diversion at all.

What it means for you

• If you drive through the town centre, High Street is shut between Civic Way and East Street. Use Wickham Road, Wallington Way and the Delme Roundabout. The order allows the closure to run to 1 October.
• If you live on or near Crofton Way in Warsash, the road is shut between Hamble Close and Thornton Avenue, and the north side footway by numbers 20 to 24 is shut too. Thornton Avenue is the signed route. Either order can run to 6 October.
• If you drive between Boarhunt and the Delme Link roundabout, a temporary 30mph limit applies, possibly to 5 October.
• If you use the A27 through Fareham, the Eastern Way closure has ended.
• If you join or leave the M27 eastbound at Whiteley late at night, the junction 9 slips are shut from 9pm to 6am on 21 and 22 September. Junction 10 or junction 11 are the nearest alternatives.
• If you need the eastbound exit or the westbound entry at junction 10, they are not open yet. Autumn 2026 is the council’s expectation.
• If you walk Fareham Footpath 38, it is shut until 23 December. The Stow Estate footpath by Stow Crescent closes from 21 September for up to 12 days.
• If you are going to London by train on 19 or 20 September, check before you travel: the through service is cut back to Basingstoke on the Saturday and does not run on the Sunday afternoon and evening.
• If you travel on Sunday 27 September, expect a bus between Fareham and Winchester.
• If you commute to Portsmouth, expect a bus between Fareham and Portsmouth on 3 and 4 October.
• If you are parking in town on a Sunday, the outer car parks are free. The coastal ones are not, and Wicor Recreation charges a different weekend rate from the other nine.

Dates change at short notice, and a notice that says “approximate start date” means exactly that.
