Fareham Roadworks This Week: Park Lane and Hill Head Road

Fareham roadworks this week: Park Lane is shut. Hampshire County Council’s emergency notice closes Park Lane between Osborn Road and Old Turnpike from 20 October. It can stay shut for up to 21 days, to 10 November, or until the work is done. The notice says the closure is needed “due to the likelihood of danger to the public or the risk of serious damage to the road”, but does not say what the work is. The signed route is Osborn Road, Wickham Road and Old Turnpike. We cannot tell you whether it has reopened early.

Next up: Hill Head Road closes 24 hours a day from Friday 6 November. The county’s notice covers the stretch between Solent Road and Old Street, and expects the closure to last up to three months. It is for Turvey Construction to take deliveries and move materials onto a building site. The signed diversion is Old Street, Short Road, Carisbrook Avenue and Crofton Lane.

Updated 29 October: West Street’s night closure and the M3 southbound overnight closures end on 30 October and have been taken out of the headline. Hampshire County Council’s notices loaded again today after refusing our requests on 20 and 25 October, so the borough roads below are re-checked.

The motorways have no published closures after Thursday 29 October yet. National Highways’ seven day report read today is still the edition for 23 to 29 October. Its next edition normally appears on a Friday.

The motorway: junction 10, and what the new report shows

Hampshire County Council’s 1 October update said the new all-moves junction “will open on 12 October 2026”, earlier than planned. When we last reached the county’s scheme news page, on 29 October, it still had nothing newer than that update, so we cannot point you to the county confirming the opening in writing. National Highways’ report for 23 to 29 October lists no closures at junctions 9, 10 or 11. Once open, the county said:

• you can join the M27 westbound at junction 10, towards Southampton
• you can leave the M27 eastbound at junction 10, coming from Southampton
• the new dual carriageway through the underpass, the A32/A3222 link road, runs with one lane each way at first, while landscaping and final work finish

The county also says:

• temporary speed limits and lane restrictions between junctions 9 and 11 stay until early 2027, while National Highways finishes safety and technology testing
• an extra lane on the approach to the eastbound entry slip is expected to open in early winter 2026

Elsewhere on the motorways

The overnight closures of the M3 southbound from junction 8 to junction 12, and of the M27 eastbound link onto the M3 northbound, end at 6am on Friday 30 October. So do the Hilsea and M275 survey closures at the Portsmouth end.

• M3 junction 9, Winchester: the northbound entry slip stays shut, with National Highways’ report giving its end as 1 November 2027.

The report lists closures only. A speed limit or lane closure that leaves the road open does not appear in it. Its edition read today runs only to Thursday 29 October; we will add the next week’s motorway closures when it is published.

Borough roads: what the county’s notices say on 29 October

Hampshire County Council’s public notices loaded again on 29 October, after refusing our requests on 20 and 25 October. Everything below is as read today.

West Street’s and St Margaret’s Lane’s windows run out on 30 October. At its longest, Redlands Lane’s runs to about 8 November. Funtley Road’s tree work, which could run to 30 October, is no longer in the county’s list of current notices.

Hill Head Road and Old Street are next to each other. On 2 November, Old Street is shut for the day between Great Gays and Knights Bank Road. From 6 November, Old Street becomes part of the signed diversion for Hill Head Road.

The signed diversions:

• Park Lane: Osborn Road, Wickham Road and Old Turnpike.
• Hill Head Road: Old Street, Short Road, Carisbrook Avenue and Crofton Lane.
• Old Street: Great Gays, Haven Crescent and Knights Bank Road.
• Redlands Lane: Upper St Michaels Grove, Longfield Avenue, Newgate Lane and Gosport Road.
• West Street: Hartlands Road, Portland Street and the A27.
• Barnfield Court: none, as it is a dead end.

Holly Hill Lane, Sarisbury, from Barnes Lane to its end, is on the county’s countywide closure order No. 38. That order runs for 18 months from 12 October and gives no dates for the work. The county says closure times “will be indicated on site”.

Westborn Road has new double yellow lines. A permanent order bans waiting at any time on both sides, about 80 metres south of Osborn Road. It protects new kerbed raingarden buildouts that are part of a drainage project.

Longer-running closures:

• Part of Fareham Footpath 7, the shore path at Hook Lake near Warsash, is closed for six months from 10 October. The county’s extension notice gives the reason as “the collapsed sea wall and eroded path”. Its map signs an alternative route inland around Hook Lake.
• Stow Estate footpath, about 50 metres south of Stow Crescent, can close for up to 12 days within an order that started on 21 September, for SGN gas mains replacement. The notice does not give the days.
• Part of Fareham Footpath 38 is closed until 23 December for sewer repairs, as read on 27 September.
• Hill Head Road, between Cliff Road and Crofton Lane, and Cliff Road, between Hill Head Road and Knights Bank Road, can close on various dates, 7am to 5pm and 24 hours a day when required, under an order that runs to early November. It is for Turvey Construction to manage deliveries for building work. The signed route is Meon Road, Triangle Lane, Posbrook Lane, Coach Hill, Bridge Street, the B3334, Titchfield Road, Cuckoo Lane and Crofton Lane. It is a separate order from the 24-hour Hill Head Road closure that starts on 6 November, which is also for Turvey Construction.

A notice’s end date is the latest the order can last, not proof the road has reopened.

North Hill is open; the A32 beside it has lane closures to spring 2027

North Hill has been open in both directions since 17 September 2026, through new permanent traffic lights at the Wickham Road junction. Buckland, Welborne’s master developer, which funded and ran the work, confirmed this in its FAQ of 22 September.

Phase 2 is under way. Buckland’s North Hill page, checked on 3 October, says: “During this period some traffic management measures will be in place on the A32 Wickham Road dual carriageway, including narrowed lanes and some lane closures.” It is working towards finishing by early spring 2027. Phase 2 is a dedicated northbound bus lane on the A32 Wickham Road, running under the M27 bridge into the south of Welborne, with a walking and cycling path alongside.

Its 24 September letter to homes nearby adds that overnight road closures for resurfacing are planned for spring 2027, with no dates published yet, and that the new bus stops will not open until the work is finished.

Buses: Fareham Park, Portchester and Bursledon, Remembrance Sunday

First Bus lists these, re-checked on 29 October.

The Fareham Park notice says the diversion is for “the part closure of Fareham Park Road”. The Fleetlands stop is in Gosport borough, on the A32 towards Gosport.

Pound Road is outside the borough, in Eastleigh, but it sits on the X4 and X5 route between Fareham and Southampton. First Bus says passengers should use the Jurd Way or Plough pub stops instead.

On Remembrance Sunday, 8 November, First Bus lists diversions that it says will mostly last up to three hours. It gives no times for each one.

• West Street: all services towards Fareham divert via Western Way and do not serve West Street.
• Titchfield Square: the X4 avoids the square, via the A27, both ways.
• Warsash village: the X5 runs via Lockswood Road, Peters Road and Brook Lane, both ways.
• Sarisbury Green: the X5 runs via the A27, Brook Lane, Peters Road and Lockswood Road.
• Stubbington Square: the 5 is diverted away from the village green. The notice does not say which way it goes instead.

The trains

Monday 26 to Friday 30 October: the line between Petersfield and Portsmouth is closed all week. This does not close Fareham’s own lines. Waterloo to Portsmouth via Guildford trains end at Petersfield, buses run from Petersfield to Portsmouth via Havant, and the Southampton Central to Portsmouth stopping trains through Fareham run on to Portsmouth Harbour.

Into November:

• Sunday 1 November: the Southampton Central area is closed all day. Southampton Central to Portsmouth stopping trains start from Woolston, and Waterloo to Weymouth trains end at Eastleigh.
• Saturday 7 and Sunday 8 November: with the Basingstoke area closed all weekend, an hourly Waterloo to Weymouth service is diverted via Guildford and calls additionally at Havant and Fareham. On the Saturday, Waterloo to Portsmouth via Eastleigh trains start from Basingstoke. On the Sunday, the afternoon and evening Waterloo to Portsmouth via Eastleigh trains do not run, and a revised service runs between Eastleigh and Portsmouth.
• Sunday 22 November: the Southampton Central area is closed again. Waterloo to Poole trains divide at Eastleigh, and the rear portion runs on to Portsmouth via Fareham.
• Saturday 28 and Sunday 29 November: the Eastleigh area is closed. On the Saturday, buses run between Winchester and Fareham via Eastleigh and a revised service runs between Fareham and Portsmouth; on the Sunday, buses run between Basingstoke and Fareham.

Fareham’s direct London train runs inland via Eastleigh, Winchester and Basingstoke, not along the coast. That is why work at Eastleigh or Basingstoke reaches this line and work at Havant often does not.

On-the-day disruption is on National Rail’s Fareham station page. Fareham is a step-free category A station, with two lifts: one to platform 3 and one to platforms 1 and 2.

Parking

Fareham Borough Council splits its town centre car parks into three tiers. Charges apply Monday to Saturday 8am to 6pm and Sundays and bank holidays 10.30am to 4pm, and every tier is free after 6pm.

• Outer car parks are free on Sundays and bank holidays. On a weekday they run from £0.70 for an hour to £3.50 for five hours or more.
• Market Quay, the premium car park, is £1.50 an hour, rising to £6.00 for four hours, and charges £1.50 an hour on Sundays.
• The inner car parks are £1.00 an hour. The Shopping Centre multi-storey charges £1 an hour on Sundays and opens 7.30am to 6.30pm Monday to Saturday and 9am to 4.30pm on Sunday, and closes overnight.

The ten coastal car parks are the exception: they charge every day, 10am to 6pm. Nine of them are a flat £1.10 an hour with a 12-hour maximum stay: Hove-To, Meon Shore, Salterns Road, Monks Hill, Shore Road, Passage Lane, Swanwick Shore Road and the two at Portchester Castle. Wicor Recreation is the odd one out. It is £1.10 an hour Monday to Friday, but at weekends it is £1.10 for one hour, £2.20 for four hours or £4.40 for eight. The four-hour maximum stay at Swanwick Shore Road and Shore Road applies from April to 30 September, so it has lapsed for the winter.

The routes that carry the borough

Fareham’s road network is a cross, and almost every local journey uses one arm of it.

• The M27 runs east to west across the top of the built-up area. Junction 9 is Whiteley, junction 10 is the one just rebuilt, junction 11 is Fareham itself. When one of the three is shut, the other two absorb it.
• The A27 is the old coast road, through Titchfield, past Fareham town centre as Western Way and Eastern Way, and on through Portchester towards Portsmouth. It is the diversion route for almost everything, which is why even a short closure on Eastern Way matters more than its length suggests.
• The A32 runs north from the town through Wickham Road out to Wickham, and south as Gosport Road towards Gosport. The new Welborne link road joins it at its northern end.
• Warsash, Locks Heath and Park Gate are served by lanes rather than main roads, which is why closures out there often have no realistic signed diversion at all.

What it means for you

• If you use Park Lane between Osborn Road and Old Turnpike, it can stay shut until 10 November. Go round by Osborn Road and Wickham Road.
• If you live in or drive through Hill Head, Hill Head Road between Solent Road and Old Street shuts round the clock from 6 November, for up to three months. Old Street itself is shut for the day on 2 November.
• If you use Redlands Lane, the closure between Mill Road and Fayre Road can run to about 8 November.
• If you drive the King’s Road end of West Street tonight, it is shut 6.30pm to 5am for the last time on 29 to 30 October.
• If you catch the F1 or F2 around Fareham Park, five stops are not served until 30 October.
• If you catch the X3, X4 or X5 at East Street, Portchester, use the temporary stop until noon on 10 November.
• If you catch a bus through Titchfield, Warsash, Sarisbury Green, Stubbington or West Street on Sunday 8 November, expect Remembrance diversions.
• If you take the train to London on 7 or 8 November, check the times: the Basingstoke area is closed and some trains are diverted via Havant and Fareham.
• If you use the A32 Wickham Road, expect narrowed lanes and some lane closures beside North Hill until spring 2027.
• If you walk the shore at Hook Lake, the footpath is closed. Use the signed route inland.
• If you are parking in town on a Sunday, the outer car parks are free. The coastal ones are not.

Where to check before you set off

• Hampshire County Council public notices for every temporary road closure order in the borough, with extents and diversions.
• The M27 junction 10 scheme page for progress updates and travel alerts.
• The National Highways closure report for the motorway itself, updated weekly.
• South Western Railway planned improvements for the line, month by month.
• First Bus Portsmouth, Fareham and Gosport service updates for diversions the closure notices do not mention.

Dates change at short notice, and a notice that says “approximate start date” means exactly that.
